The <br />Colowyo employee who participated in the on-the-ground field inspection was Kurtis Blunt. The weather was <br />clear. The ground was muddy from recent precipitation. <br /> <br />In the South Taylor Pit there was significant activity: <br />The 103 dragline was moving material near the northeast corner of the pit. <br />The 115 excavator was loading trucks in the southern portion of the pit. <br />Two drill rigs were present near the center of the pit. <br />The highwall miner was producing coal at the southeast corner of the pit. <br /> <br />In the West Pit, no equipment or staff was seen. <br /> <br />BACKFILL and GRADING Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> In the South Taylor Pit, the 103 dragline is still filling in the initial cut (east end of pit) and was near the <br />north end of the pit during the inspection. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br /> The West Taylor Fill and East Taylor Fill were inspected. No erosion or other problems were identified. <br />A contractor was working with a dozer to construct the east side ditch of the West Taylor Fill. More topsoil is <br />needed at the top of the West Taylor Fill (below the temporary road).
