October 23, 2014 C- 1996 - 083 /13owie No. 2 Mine SLB <br />Grading and compaction equipment was observed in the central area of the pile on the third bench. <br />Cover material was being graded to cover the western end of the second bench. <br />Goh Pile #3 <br />Two excavators were rehandling refuse material in the northeastern part of Gob Pile #3. A bulldozer was grading <br />the central portion. No compaction equipment was observed on Gob Pile #3. <br />Water was draining out of the western drying area of Gob Pile 93 into Ditch B. <br />An excavator was working in the eastern end of Gob Pile 93, removing subsoil material in preparation for refuse <br />disposal. The material excavated from the eastern end of Gob Pile 93 was being transported to the second bench <br />of Gob Pile #2. <br />Gob Pile 94 <br />Cover material had been placed on all of the western portion of Gob Pile #4 that is being reclaimed this year. <br />Topsoil redistribution appeared to be complete on the western portion of Gob Pile #4, and an excavator was <br />observed on the slope. It appeared that the excavator was pocking the slope for water retention and erosion <br />control. <br />Erosion control mat had been installed on the upper two benches of the Gob Pile #4 reclamation area. <br />The gully identified during the October 15, 2015 ground inspection, running southeast from Ditch F18, had not <br />been repaired, and it did not appear that the upper bench of Gob Pile #4 had been graded to correct the flow path <br />causing the gully. The inspection report for the October 15, 2014 inspection, issued on October 23, 2014, noted <br />that the upper bench of Gob Pile 44 should be regraded to correct this problem no later than November 6, 2014. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 7 <br />
