Weather conditions at the time of the inspection <br />were clear; ground conditions appeared to be dry. The mine is currently mining in longwall panel B -16; refuse <br />material from the wash plant is being placed in Gob Piles 42 and #3, and the western portion of Gob Pile #4 is <br />being reclaimed. <br />AIR RESOURCE PROTECTION— Rule 4.17: <br />A water truck was spraying water on the haul road at the intersection with the Bowie Road /Old Highway 133. No <br />clouds of fugitive dust were observed near any of the working equipment or along haulage routes. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds B, C, D, F, and J held water - it was not apparent whether the ponds were being discharged. Pond C <br />appeared to have been dewatered since the October 15, 2014 ground inspection. Pond K was not photographed. <br />Diversion and collection ditches appeared to be dry. <br />PROCESSING WASTE /COAL MINE WASTE PILES Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />All four refuse areas appeared to be stable with no evidence of cracking, bulging, or sliding. <br />Gob Pile #1 <br />Gob Pile #1 was inactive at the time of the inspection. <br />Gob Pile 92 <br />Refuse material was being hauled from the wash plant to Gob Pile 42.
