Albert Frei&Sons Inc. <br /> 10/22/2014 <br /> Page 2 of 5 <br /> 6.4.4 EXHIBIT D -Mining Plan <br /> 6) Please describe the nature of the stratum immediately beneath the material to be mined. <br /> 7) Please specify if explosives will be used in conjunction with the mining or reclamation <br /> operations. <br /> 8) Please commit to salvaging enough growth medium to spread 8 inches over all of the affected <br /> lands. <br /> 9) The installation of the slurry wall around the Hatchery Pit would direct groundwater flow between <br /> the pit and the lined reservoir to the west. DRMS believes the applicant may reduce the cross- <br /> sectional area of the alluvial groundwater flow between the reservoir to the west and the shale by <br /> as much as 80%. DRMS believes the installation of the slurry wall around the Hatchery Pit would <br /> further constrict the alluvial groundwater flow; therefore, DRMS believes the applicant has failed <br /> to demonstrate that the installation of the slurry walls will not adversely impact the prevailing <br /> hydrologic balance pursuant to Rule 3.1.6. Please submit the following: <br /> • A groundwater monitoring plan. The groundwater monitoring plan shall contain pre- <br /> mining groundwater elevation data. The plan shall also include upgradient and <br /> downgradient monitoring wells. <br /> • A groundwater mounding mitigation plan. <br /> • Criteria for implementing the groundwater mounding mitigation plan. <br /> • A groundwater shadowing mitigation plan. <br /> • Criteria for implementing the groundwater shadow mitigation plan. <br /> 6.4.5 EXHIBIT E -Reclamation Plan <br /> 10)DRMS would prefer to have a reclamation seed mix using native species/non-aggressive species. <br /> DRMS would request that the applicant remove crested wheatgrass from the proposed <br /> reclamation seed mix due to its aggressive nature. <br /> 11)DRMS requests that the applicant commit to seeding any topsoil stockpile that will remain in one <br /> location for longer than one growing season. <br /> 12)DRMS requests the applicant commit to notifying DRMS prior to beginning the importation of <br /> inert fill. In the notice, the applicant will demonstrate compliance with Rule 3.1.5(9) and/or <br /> continued compliance with the approved permit. <br /> 13)Please provide an approximate volume of inert material to be backfilled in mining phase 1 and <br /> mining phase 2. <br />
