October 15, 2014 C-1994-082/Yoast Mine JHB

Ponds were observed throughout the mine site:

Pond 10 was discharging a trickle at the time of the inspection. Although there were no livestock in the Pond 10
area at the time of the inspection, it was apparent that sheep had been moved across the Pond 10 embankment
where the jointed goat grass infestation was identified as the most wide spread. Discussion with SCC staff later in
the day found that SCC had not enacted fall weed control measures on the jointed goat grass prior to the date of
the inspection.

Moving the sheep over the jointed goat grass infestation prior to treating the noxious weed patch raises the concern
that mature jointed goat grass seed can be atthe sheep may act as a vector for the
spread of the noxious weed.

Roadside ditches and stock tanks throughout the site are in good condition and appear ready for winter months.

Pond 11 was accessed. Drainage reinforcement fabric remains piled up on the north side of the pond near the
inlet. This material needs to be removed and disposed of properly. (photo) A rock pile remains near the outfall of
Pond 11. Vegetation on Pond 11 embankment is well established with few noxious weeds. The inlet to Pond 11
is holding up and not downcutting.

Stock Tank 1 was holding a pool of water well below the discharge elevation. No problems were identified with
this stock tank.

Ponds 14, 13, 12A and 12 all held pools of water. Ponds appeared adequately vegetated. No problems were
identified with these sediment ponds.
SCC staff were conducting water monitoring at the time of the inspection.

ROADS Rule 4.03; Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance 4.03.1(5) and (6)/4.03.2(5) and (6)
Reclamation 4.03.1(7)/4.03.2(7):

The light use road, LU3A was in good condition. Road side ditches were ok.
Light use road LU3B was in good condition and ditches had been graded fairly recently.

The light use road west of Stock tank ST-1 is beginning to show some evidence of rill formation. This steep
stretch of road does not have any waterbars across the road. SCC may wish to consider placement of a waterbar or
two to reduce the formation of gullies on this west facing roadway.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
The re-established vegetation looked good throughout the mine site. There were minor areas that were
less well established where SCC had done work within the past several years (east of pond 12) and a few weedy
patches of limited extent (east of pond 12),

Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 2

37
Page of
