October 15, 2014C-1996-083/Bowie No. 2 MineSLB <br />A Russian knapweed infestation was observed at Pond D, near the secondary spillway channel. When BRL begins <br />construction activities on enlarging Pond D, care should be taken to manage infested soils to prevent the spread to <br />the new construction area. Russian knapweed was also observed in the storage area adjacent to the wash plant. <br />BRL should treat the knapweed this fall. <br />BRL treated cheatgrass on the roadway to GVB-8B last fall. The treated area was inspected during this inspection, <br />and it appeared that the infestation had been entirely eradicated. No cheatgrass was observed along the roadway. <br />SUBSIDENCE –Rule 4.20: <br />Portions of Panel 15 were walked with no visible evidence of subsidence observed in undisturbed areas. Cracks <br />about 1” wide and 20’ long that were observed along the outer edge of the GVG-B16C pad may have been caused <br />by subsidence (or possible soil desiccation). Pond and Spring 19, adjacent to GVB-B16C and -B16D and within <br />the affected area, held water and showed no signs of subsidence damage. <br />SIGNS AND MARKERS –Rule 4.02: <br />Topsoil stockpile markers were present at all of the gob vent borehole locations that were inspected, as well as on <br />The marker on Stockpile F was lyingon the lower south facing slope of the pile, <br />Stockpiles A, D, E, and F. <br />and should be restaked. <br />Disturbed area markers were present on all disturbed areas with the following exceptions: <br />The Western Diversion Ditch (segments#1 and #2) above Gob Pile #2/#4 (new alignment changed the <br />boundary last year) <br />The utility bench above the main fan (one marker on the east side was laying down, the northernedge <br />marker was not visible) <br />The Gob Pile #3 diversion ditch south of the Barnes property (newly constructed September 2014). <br />Markers should be replaced within two weeksof the issuance of this report, unless unfavorable weather <br />would present a safety hazard to personnel replacing them. <br />Mine identification signs were observed along Bowie Road/Old Highway 133, Stevens Gulch Road, Hubbard <br />Creek Road, and the former county road between the loadout conveyor and the Terror Creek loadout. The signs <br />includedthe required information with the exception of the permit number. The posted permit number is C-96- <br />083; the current permit number is C-1996-083. The current permit number would be necessary information for <br />anyone accessing the Division’s electronic records pertaining to the mine, and should therefore be accurately <br />. BRL will need to correct all of the posted signs -placing a sticker <br />displayed on the mine identification signs <br />with the correct permit number over the old permit number would be an acceptable solution -no later than <br />December 31, 2014. <br />TOPSOIL –Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsoil was being replaced on the lower bench of Gob Pile #4, and had been completed on the second and third <br />benches. <br />Number of PartialInspection this Fiscal Year: 3 <br />Number of CompleteInspections this Fiscal Year: 2 <br />1037 <br />Page of <br />
