TR-07 RECLAMATION PLAN <br /> (a) Aggressively invades or is detrimental to economic crops or native plant communities; <br /> (b) Is poisonous to livestock; <br /> (c) Is a carrier of detrimental insects, diseases, or parasites; <br /> (d) The direct or indirect effect of the presence of this plant is detrimental to the <br /> environmentally sound management of natural or agricultural ecosystems. <br /> (NOTE: This definition is derived from Colorado Noxious Weed Act C.R.S. 35-5.5-103(16)) <br /> Non-noxious Weed - Generally includes non-native species of plants that grow in high abundance and <br /> may temporarily limit the growth of more desirable species through competition for growth resources,but <br /> rarely prevent the success of revegetation. Most native species that invade disturbances in abundance are <br /> not considered weeds as these species are often important in the process of developing new ecosystems. <br /> These native, weed-like species are rarely damaging although they may be unsightly. These natives should <br /> never be controlled without good reason. <br /> Topsoil - The upper portion of the soil that is usually distinguished as being darker in color than deeper <br /> portions of the soil. <br /> Overburden - Material between the topsoil and the sand deposit to be mined. For purposes of this <br /> permit, this also includes the subsoil component of the soil. <br /> Plant Growth Medium - Usually only includes topsoil,but where backfill is limited to only a foot or <br /> two and then capped with topsoil, the overburden used in the backfill is part of the plant growth medium. <br /> (Note: These definitions are repeated in the Mining Plan and are therefore applicable and important to both <br /> the Mining and the Reclamation Plans.) <br /> LIST OF REQUIREMENTS - <br /> 1. Backfilling must create a final surface that does not deviate more than 25 feet from the original <br /> surface elevation. The less deviation that can be created the better, but 25 feet is the maximum <br /> deviation allowed. <br /> No additional discussion. <br /> 2. If the bottom of the mining pit is already less than 25 feet below the original surface then <br /> backfilling will include whatever overburden is available to return the final surface to an elevation <br /> as close to the original grade as possible or to be compatible with adjacent reclamation or natural <br /> topography. <br /> See page 9 for discussion. <br /> 3. Backfilling will be done primarily with overburden, but other materials may also be used such as <br /> cleanings from sediment basins at the processing plant. If a variety of materials are used they will be <br /> mixed so as to avoid creating continuous layers of widely different materials under the surface. JR- <br /> 07 Note: experience since the original amendment has shown the use of sediment from the <br /> processing plant to be useful and effective.) See page 9 for discussion. <br /> 4. Backfilling will not utilize "topsoil" materials separately removed from mining areas.
