TR-07 MINING PLAN <br /> Discussion: Topsoil stockpile placement cannot always meet these requirements in a <br /> strict sense simply because the lay of the land or indefinite sand deposit characteristics prevent this from <br /> occurring. However, preventing excessive sediment discharge into drainageways will always be observed, <br /> even if that means locating a stockpile further from the mining area than would be ideally desirable. <br /> REQUIREMENT 9: Topsoil stockpiles will be sloped and prepared for protective <br /> seeding. The side slopes will not be steeper than 2:1. <br /> Exception - If the stockpiled soil is expected to be replaced prior to stockpile protection <br /> being effective or if more soil will soon be added to the stockpile on top of existing soil, protective <br /> measures are not necessary. However, in the event that expected replacement does not occur in the time <br /> frame initially anticipated, appropriate protective measures will be taken. <br /> REQUIREMENT 10: For stockpiles that are in place into a growing season, the <br /> stockpile will be monitored to watch for the growth of noxious weeds. If noxious weeds appear in the <br /> stockpile, appropriate action will be taken to eradicate the noxious weeds. Appropriate action may be the <br /> use of herbicides or physical removal of the plants. Normal "tumbleweed" development (Kochia or <br /> Salsola) need not be controlled unless the growth is so dense that it endangers the success of protection <br /> species that have been planted. <br /> Discussion: Although noxious weed growth in stockpiles has been a very minor problem in <br /> the past, it cannot be assumed that will always be the case. The presence of noxious weeds in the stockpile, <br /> especially if they are allowed to grow and reproduce by seed or vegetative means, may cause even more <br /> problems after the soil is spread and revegetation begins. Therefore, controlling noxious weeds in <br /> stockpiles reduces, but does not eliminate, the need for weed control in the final revegetation. It is far more <br /> economical to control the problem when it begins than to wait until it becomes a widespread problem. <br /> REQUIREMENT M: Protective seeding of stockpiles, when needed, will utilize the seed <br /> mixture shown in the "Stockpile Seed Mixture" section of this Mining Plan. All overburden stockpiles <br /> will be placed such that erosion of the stockpile does not discharge sediment into nearby drainages. <br /> Overburden Removal and Stockpiling: <br /> REQUIREMENT 12: Overburden removal and stockpiling will occur according to <br /> the same principles that apply to topsoil removal and replacement. Overburden stockpiling will be separate <br /> from topsoil unless it is determined in the pre-mining assessment of that mining site that mixing of topsoil <br /> and overburden would not appreciably,damage the final growth medium.
