October 15, 2014C-1981-038/Bowie No. 1 MineMLT <br />SIGNS AND MARKERS –Rule 4.02: <br />Mine identification signs [4.02.2(1)] were posted at all areas inspected. New signs have been <br />placed next to the main rail line, where Black Bridge Roadcrossesthe main line and BRL’s <br />The Division identified two additional locations at the Loadout where we believe <br />siding. <br />ID signs may bewarranted: <br />at the western terminus of the rail spur corridor (near the <br />burrito stand), and at the SH 133 access point located approximately 0.25 miles to the east <br />(see Volume 7 Map 7). <br />Affected areamarkers (T-posts with white PVC pipe sleeve) were posted at the Loadout, the <br />East Mine, the Timber Storage Area, and the West Mine. Please update Map 7 to show the location of this stockpile. <br />ROADS –Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3);Drainage 4.03.1(4)/4.03.2(4);Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6);Reclamation 4.03.1(7)/4.03.2(7): <br />The East Mine Haul Road was narrowed to its current configuration (16-foot width)in 2009, <br />during backfilling and gradingof thissite.Surface drainage is directed to the ditch on the <br />uphill side of the road by a series of water bars. Flow is directed out of the roadside ditch at <br />threelocations: 1) into Ditch 7, the riprapped ditch that runs down the reclaimed slope of the <br />former crushing / screening bench; 2) into a drainage that parallels the west side of the West <br />Ridge Waste Pile; and 3) out of the affected area at the hairpin curve west of the West Ridge <br />The BMPs installed at the latter location were in need of maintenance <br />Waste Pile. –the <br />straw bales and silt fence had been overtopped, and the adjacent silt fence was not properly <br />overlapped to prevent the potential escape of sediment. <br />Road surfaces at the Loadout and East Mine were in satisfactory condition, allowing access <br />to the areas by vehicle. <br />SUPPORT FACILITIES -Rule 4.04: <br />The Paonia Loadout continues to be used as a storage facility for various mine-related <br />materials from the Bowie No. 2 Mine. <br />Silos,conveyors, and most other structureswere removed from the Loadout in 2006 and <br />2007. Partial Phase I bond release for structural demolition and removal of facilities was <br />granted under SL-3 in 2008. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage –Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Monitoring wells MW-1, MW-2 and MW-3 at the Loadout were visible, and appeared to be <br />in working order.
