October 14, 2014 C- 1992- 081/Hayden Gulch Loadout JHB <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The HGLO permit includes the Tie - Across Haul Road (TAHR). The TAHR was dry. Culverts along the <br />TAHR have been maintained and are in good condition in preparation for the winter months. The TAHR appeared <br />graded, not rilling or rough. The TAHR is the only road remaining associated with the HGLO permit. All other <br />roads have been reclaimed. <br />The rail loop remains unreclaimed. The track, ties, and ballast remain in place on the rail loop. However, many of <br />the ties have degraded, and the rail no longer appears straight. Rehabilitation would be necessary if the rail were <br />to be used for a train. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />HGT interseeded the reclaimed facilities area in Fall 2013. Visual observation of the reclaimed facilities <br />area finds a positive response to the interseeding efforts. The inspector observed an increase in perennial grass <br />plants establishing on the reclaimed area. This area also has fewer annuals and biennials than previously <br />observed. However, a considerable number of yellow sweetclover rosettes were noted. We will expect to see a <br />flush of yellow sweetclover flowering next summer. Yellow sweetclover is not considered a noxious or toxic <br />species. It is a biennial species, and frequently does not persist on reclamation as the perennial species become <br />established. <br />Photo 1: reclaimed facilities area, interseeded Fall 2013 <br />Few noxious species were noted on the reclaimed areas. There was a patch of Canada thistle on the NW quadrant <br />of topsoil stockpile A footprint. <br />SUPPORT FACILITIES - Rule 4.04: <br />The majority of the HGLO facilities have been reclaimed.
