§4.03 Roads <br />• <br />4.03.1 Haul Roads <br />(1) General Requirements. <br />(a) The operator trucks coal between the Bowie No. 2 Mine stockpile and <br />its storage and train loadout and stockpile area via State Highway 133. <br />The two entrances to the train loadout from State Highway 133 were <br />constructed between March 12, 1976 and September 30, 1976. During <br />the summer of 1981, a truck scale and scale house were constructed <br />northwest of the truck dumping station at the west end of the train load- <br />out area so that incoming coal trucks could be weighed. In addition, a <br />haul road was constructed from state Highway 133 to the scales and <br />then tied into the truck dump area. The combination of paving, dust <br />control and sediment control will assure that erosion, siltation, pollution <br />of air or water, and damage to public property will be controlled. <br />U <br />(b) These haul roads cause no damage to fish, wildlife, or related <br />environmental values. Haul road construction minimizes contributions <br />of suspended solids to streamflow and runoff outside the permit area. <br />(c) Haul roads are designed using accepted engineering practices <br />considering traffic, weight, and speed of vehicles. <br />(d) Certification -Not required. The haul roads are within the disturbed <br />area. <br />(e) The train loadout haul roads do not utilize alternative design criteria and <br />specifications. Improvements and/or modifications to haul roads are <br />designed and constructed in accordance with the current specifications <br />required in this part. <br />The train loadout haul roads are environmentally sound and structurally <br />stable and meet other criteria as necessary to achieve reclamation in <br />accordance with Rule 4.03.1 <br />TR-20 4.03 - 1 3/Ot <br />
