§4.03 Roads <br />(5) Surfacing. <br />• (a) The train loadout haul roads are asphalt surfaced. The surface has <br />been proven to be sufficiently durable for the anticipated volume of <br />traffic and weight and speed of the vehicles. <br />(b) Asphalt surfacing does not contain acid or toxic forming substances. <br />(6) Maintenance. <br />(a) The operator owns and operates equipment capable of assuring proper <br />maintenance of shoulder, surface, parking and side areas, approaches <br />structures and erosion control devices, and cut and fill section repairs <br />as required. The equipment includes: a motor grader, front end <br />loaders, backhoes with front end loaders, and a dump truck. <br />(b) The train loadout haul roads are maintained in a regular manner. This <br />includes the sealing of cracks, inspection of the surface, shoulders, and <br />base, sealing of the asphalt surface when local defects show up. An <br />asphalt overlay is installed to improve strength and riding surface, when <br />inspections warrant this work. <br />(c) No response required. <br />a <br />TR-20 4.03 - 8 3/01 <br />
