The access shall be completed in an expeditious and safe manner and shall be finished within 45 days from initiation of construction within State Highway right-of--way. 41. Pursuant to section 4.9(3) of the State Highway Access Code, the access roadway shall not exceed a maximum grade of 8 percent within the highway right-of--way, as measured 50 feet beyond the pavement edge and extending [o the right-of-way line. The access vertical grade shalt be designed and constructed in conformance with the Department M & S s[andard M-203-I. • 42. The desien of [he horizontal and vertical sieht distance shall be no less than the minimum requirements. as provided in section 4.3 of [he State Hiehway Access Code. 2 CCR 601-1. 4-3. All required access improvements shall be installed prior [o the herein-authorized use of this access. 44. The access shall be surfaced immediately upon completion of earthwork construction and prior to use. 45. Compaction of Hot Bituminous Pavement shall be in accordance with section 401.17 of the Department's standazd specifications. Compaction of [he Aggregate Base Course shall comply with section 304.06. 46. Compaction of subgrade, embankments and backfill shall be in accordance to section 203.07 of [he Department s standard specifications. 47. Any mud or other material tracked or otherwise deposited upon the existing roadway surface shall be removed as necessary to accommodate uaffic, or as directed by the depattment. 48. Placement of base course materials shall be in accordance with section 304.04 of the standard specifications. Compaction shall be in conformance with AASHTO procedure T-99. 49. The surfacing shall meet [he Depattmen['s specifications as outlined Materials Recommenda[ions ob[ained from the Region 3 Materials Engineer. Contact the Access Manager at (970) 243-7231 to request a materials recommendation. 50. The new State Highway pavemen[ shall slope on the same plane as the present pavement surface. 51. Slopes shall be a[ a 6:1 ra[io on [he roadway and a 6:l ratio on the approach. 52. The existing asphalt adjacent to all new pavement shall be saw cut and removed a minimum of one foot back from the existing edse. or until an acceptable existing cross slope is achieved to assure a straight edge for the joint. 53. The [op layer of plant mix bituminous pavement shalt not be placed between October 1 and April 1, unless otherwise approved by the Department. • 54. If frost. water or moisture is present in [ht subgrade, no surfacing materials shall be placed until all frost, water or moisture is gone or removed. - -u-
