The weather was clear and
seasonably warm. The ground was dry. The inspector had no plans to meet anyone on site, but George Patterson
and Kent Crofts (consultant with IME) werepresent during parts of the inspection. Mr. Patterson was seen at
Pond L-2 at the loadout. Mr. Crofts was seen at the portal area, performing a survey of shrubs with an assistant;
this survey will likely be documented in vegetation reports.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage –Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Along the road to the Monarch fan, the first “drainage sock” (closest to Pond 5) has been removed and
riprap added to the steep channel below. The riprap has remained in place to date.
Ditches and the California crossing at the Refuse Disposal Area (RDA) were found to be in good shape; no
erosion or other problems were seen. The Magpie Diversion was viewed from afar; no breaches or other problems
were seen.
The two ponds at the mine site, Pond 4 and Pond 5, were holding significant amounts of water. Neither of these
ponds was discharging. No major problems were found with embankments, flumes, or spillways. The emergency
spillway pipes for Pond 4 contain a small amount of sediment.
Newlin Creek was dry. Not only was there no flow, but the creek bottom exhibited no soil moisture.
At the loadout, reclamation of Ponds L-1 and L-2 had been partially performed at the time of the inspection. At
PondL-1 there was no activity. Silt fence needs to be installed at the low end of the area in the very near future.
At Pond L-2 an idle dozer was seen on site. Mr. Patterson drove up during the inspection; he was visiting the site
to check on the reclamation project. Mr. Patterson indicated that there is no need for any sediment control BMPs
Number of PartialInspection this Fiscal Year: 3
Number of CompleteInspections this Fiscal Year: 1
212
Page of
