Letter of Intent
Mining plan fits and complies with the county master plan by not inhibiting any
development uses and makes best use of the property which is presently being used for
pasture. This project will still allow for the present use on all 70+ acres minus the 7.5 acres for
mining. This operation is presently scheduled to last for 15 years from start date. This plan will
follow issue 6.5 and protect and support rural and agricultural areas. This project will not
disrupt the general use of the area with low traffic volumes and no permanent structures at this
site. It will allow for any future development as is being done in the area. This plan will follow
all the requirements under the special and unique land use at mineral extraction and related
uses. We will follow all the elements of the updated master plan for the extraction of
commercial mineral deposits. Issue 7.4, this mining operation is to protect the roads in a
mobile home park. This mining operation makes best use of the property. There will be very
limited traffic from this area and to rural El Paso county roads. All minerals will be recorded for
best use and for all future records to be maintained for the master plan for mineral extraction.
All mining operations will be done during the day so there will be a low visual impact.
There are no residences close enough to have a noise issue from the equipment being used
which will be a loader and limited trucks (owner's vehicles). Excavation will be the extraction
method so it will be below the horizon when viewing. Reclamation will be as listed in exhibit
"D ". There shall be no dust abatement. If dust results from low traffic, a water truck will be
used. No processing is being performed at this site. As mentioned before, gravel will be mined
