INTEROFFICE MEMORANDUM <br /> TO: ROB ZUBER <br /> FROM: JANET BINS <br /> SUBJECT: SOUTHFIELD RN6 REVIEWOF 8/28/2014 SUBMITTAL BY EFCI <br /> DATE: 9/4/2014 <br /> EFCI submitted additional information for RN6 in response to the Division's 7/3/2014 adequacy <br /> letter. Item #10 remains as an item of concern that I had previously identified as inadequate in <br /> the PAP. I have summarized the correspondence relating to this adequacy concern; <br /> Memo to RDZ from JHB dated 3/21/2014: <br /> • EFCI had established a grassland reference area for the Load out. Over the years this <br /> reference area has apparently been damaged by other parties. EFCI needs to establish a <br /> replacement reference area or propose acceptable reclamation success standards for the <br /> loadout. Since a grassland reference area has previously been approved at the mine site <br /> (Plot A), EFCI may want to consider using the approved grassland reference area for the <br /> loadout success comparison. The Division was not able to locate a map showing where <br /> an approved reference area for the loadout was previously approved. <br /> Sent to operator in RDZ's PAR on 3/28/2014 as: <br /> • The grassland reference area for the loadout has apparently been damaged by other <br /> parties. EFCI needs to establish a replacement reference area or propose acceptable <br /> reclamation success standards for the loadout and update applicable text in Section <br /> 2.04.10 in the PAP. For the loadout, EFCI may want to consider using the approved <br /> grassland reference area that is currently used at the mine site. <br /> On 5/20/2014 EFCI submitted a response stating: <br /> • EFCI has submitted Technical Revision No. 41 (TR-41) request addressing this issue. <br /> Approval by the Division of the TR request is pending. <br /> • EFCI submitted an incomplete application, TR41, on 5/1/2014. The Division deemed the <br /> TR41 application incomplete on 5/2/2014. On 5/5/2014 the Division sent EFCI a letter <br /> explaining what needed to be included in the application to be considered a complete <br /> application. <br /> On 6/17/2014,EFCI submitted additional adequacy responses and stated: <br /> • EFCI has submitted Technical Revision No. 41 JR41) request addressing this issue. <br /> Approval by the Division of the TR request is pending. <br />
