September 25, 2014C-1996-083/Bowie No. 2 MineSLB <br />Gob Pile #2 <br />Refuse material was being hauled from the prep plant area to Gob Pile #2. A bulldozer and compactor were <br />working onthe upper bench of Gob Pile #2, grading and compacting refuse material. <br />It appeared that refuse compaction was concurrent with hauling and placement on Gob Pile #2, and that the <br />designated drying area was not being utilized. <br />Gob Pile #3 <br />Excavators and a compactor were working on the northeastern area of Gob Pile #3. It did not appear that refuse <br />material was being hauled to this pile at the time of the inspection. <br />Progress had been made on moving refuse material out of the drying area, but a significant amount of material <br />remains to be rehandled. <br />Cover material was being excavated from the eastern portion of the Gob Pile #3 footprint, within the currently <br />approved disturbance area, in the proposed drying area under Technical Revision No. 93 (currently under review). <br />Gob Pile #4 <br />No refuse material was being placed on Gob Pile #4. Reclamation activities were underway on the west end of the <br />pile, including topsoil replacement and erosion control matting. <br />TOPSOIL –Rule 4.06Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil was being loaded by an excavator and hauled from Topsoil Stockpile E to the upper bench of Gob Pile #4. <br />Erosion control matting had been placed over the upper bench outslope, where topsoil had been replaced. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of PartialInspection this Fiscal Year: 3 <br />Number of CompleteInspections this Fiscal Year: 1 <br />36 <br />Page of <br />
