September 23, 2014 C- 1981 - 010 /Trapper Mine JLE <br />either not located in the permit area or not owned nor leased by TMI, and item (11) the maximum weight of <br />explosives used per 8- millisecond period. The 9 -16 -2014 log did contain the information required by Rule <br />4.08.5(11); but it was missing the information required by item (4) of the rule. However, for all ten blasting <br />summary forms, TMI was able to complete the blast summary logs and provide the missing information to us prior <br />to leaving the site on Tuesday September 23rd. <br />Each of the blast summary forms include a sketch of the blast pattern and tables that log the drill depth and the <br />pounds of explosive used for each hole. These tables are not provided for blasts conducted in coal. According to <br />TMI, the depth and spacing of each drill hole for a coal shot are the same and do not fluctuate. The depth and <br />spacing of the drill holes for a coal shot are included on the first page of the blast summary form negating the need <br />for a detailed table for each hole. The blast summary form from 9 -16 -2014 in the L Dip pit was a coal shot. <br />Trapper currently utilizes Minimate airblast monitoring units. The last recordable vibration due to a blast occurred <br />on December 14, 2012. The airblast report for that particular instance was evaluated for compliance with Rule <br />4.08.5(17). Overall, the airblast monitoring report complies with the rule. The location of the monitoring units do <br />not change and a general description of their location is included on the airblast monitoring report, the actual <br />coordinates where the units are located can be found in section 3.4.3 of Trappers permit. Rule 4.08.5(17)(b) <br />requires the distance of the instrument from the blast to be recorded. For all future blast records, the distance from <br />the airblast monitoring unit to the blast will need to be included on the blasting summary log. <br />For the blast summary logs evaluated, it does not appear any of the blasts were unscheduled so the information <br />required by Rule 4.08.5(18) was not applicable. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Trapper is conducting maintenance and repairs on a portion of the East Pyeatt reconstructed drainage north of the <br />Life of Mine road. <br />No Name Pond No. 4 was being cleaned at the time of the inspection. Trapper has made significant progress on <br />cleaning this pond since the last inspection. <br />GENERAL MINE PLAN COMPLIANCE: <br />TMI's development drilling program was evaluated for compliance with Rule 4.07.1; the general requirements for <br />Sealing Drilled Holes and Underground openings, Rule 4.07.3; Permanent Sealing of drilled holes, Rule 4.13; <br />Contemporaneous Reclamation and Rule 4.05.5; Sediment Control Measures. <br />In regards to sealing of development drill holes (Rules 4.07.1 and 4.07.3), TMI's permit discusses how <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 13 <br />
