C- 1981 -010 operated by Trapper Mining, <br />Inc. (TMI). I, Jared Ebert and Dan Hernandez with the Colorado Division of Reclamation, Mining and Safety <br />(Division) conducted the inspection. This inspection was also an Office of Surface Mining (OSM) oversight <br />inspection for the special focus topics for the 2014 to 2015 evaluation year. Spencer Shumate and Daniel <br />Mackinnon with OSM also accompanied the Division during the inspection on Tuesday September 23, 2014. <br />Graham Roberts with TMI was present for the inspection. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Blasting records were evaluated; see the Explosives section of this report for details. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />The Division evaluated TMI's blasting records for compliance with Rule 4.08.5; Records of Blasting for Surface <br />Coal Mining Operations. Trapper retains at least three years worth of blasting records at the mine office. Ten of <br />TMI's Blasting Summary logs were evaluated. The following summary forms were evaluated, they are listed by <br />date and the pit designation; 9 -16 -2014 in L Dip pit, 9 -15 -14 in K Pit, 9 -11 -2014 in L Dip pit, 9 -8 -2014 in K <br />Strike pit, 9 -12 -2014 in L Dip pit, 9 -5 -2014 in K Strike pit, 9 -4 -2014 in K pit, 9 -4 -2014 in L Dip pit, 9 -3 -2014 in L <br />Dip Pit, and 9 -3 -2014 in K pit. <br />Upon initial review, nine of the ten blast logs (the 9 -16 -2014 summary form being the exception) evaluated <br />contained all of the information required by Rule 4.08.5(1) to (16) with a couple of exceptions. Item (14) of the <br />rules requires the operator to record if mats or other protections are used. It does not appear this type of equipment <br />is necessary so none are recorded on the blast summary forms.
