September 17, 2014 C- 1981 - 018 /Deserado Mine ZTT <br />Nitrogen plant pad construction. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Coal refuse was being stockpiled for spreading and compaction on RP -5A during the of the inspection. Refuse pile <br />RP -2/3/4 was recently compacted prior to the inspection. Compaction appeared good and all piles were stable. <br />Each pile were being compacted and graded to allow all surface runoff to be directed to the perimeter ditches <br />before reaching their associated ponds. <br />SUBSIDENCE — Rule 4.20: <br />Deserado Mine had just undermined a portion of County Road 65 prior to the inspection. Minor subsidence cracks <br />were visible in the road. The crack was approximately 1/4 inch wide but it was flush with the normal road <br />gradient.
