1313 Sherman Street, Room 215
Denver, CO 80203

To: Susan Burgmaier

From: Brock Bowles

Date: September 29, 2014

I have finished reviewing the requested sections of the Bowie No.2 permit for Midterm 4. My comments
are listed below and organized by section. If you have any questions or comments, please do not hesitate
to ask.

2.04.9 - Soils Resource Information

2.04.10 – Vegetation Information

2.04.11 – Wildlife Information

2.05.3(5) – Topsoil

1. Topsoil pile A is labeled on Map 15-3 (sheet 1 of 4) which is consistent with the text on pages
2.05-50 thru 2.05-53. The four topsoil stock piles shown On Map 15-3 (sheet 3 of 4) have
different labels than the descriptions and volume charts in the text. Please update the topsoil pile
names on Map 15-3 (sheet 3 of 4) to be consistent with the text and volume charts.
2. On page 2.05-52 of the permit, the second topsoil quantity chart shows Pile D has 4,500 CY and
Pile E with 1,600 CY for a grand total of 161,000 CY, which is mathematically incorrect. Please
correct the chart to show 6,100 CY or explain the source of the extra topsoil.

2.05.4(2)(d) – Topsoil Removal, Storage and Redistribution

1. The text on page 2.05-66 states that topsoil pile A contains 111,900 CY and will be spread over
64 acres. The chart and text on page 2.05-52 shows that 154,900 CY of topsoil have been
salvaged in topsoil pile A. Please explain what the plan is for the remaining 43,000 CY in topsoil
pile A.
2. The text on page 2.05-66 states that topsoil piles D & E contain 42,472 of topsoil and will be
spread over 48.9 acres. The chart on page 2.05-52 shows that only 6,100 CY have been salvaged.

1313 Sherman Street, Room 215, Denver, CO 80203P 303.866.3567 F 303.832.8106 http://mining.state.co.us

John W.
