The area had <br />received recent rains. The weather at the time of the inspection was partly cloudy, clouding up and raining <br />intermittently as the inspection progressed. Roads were passable, becoming softer as the rain continued. No <br />Seneca Coal Company representative accompanied the inspection, though several were encountered during the <br />inspection. <br />Ranch Manager, Kyle Monger, was encountered on the Friederick property. He was checking on cattle on his <br />grazing lease. Katryna Snowden and another SCC employee were conducting monthly water sampling during the <br />inspection. A crew was on site maintaing fences and painting gates. Mr. Roy Karo was encountered <br />accompanying land owners on the property, Ms. Theresa Friederick - Takasugi, and her brother. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records are stored at the PSCM office. No personnel were present initially when the inspector arrived at <br />the office. After 1:00 pm SCC personnel returned to the office and records were verified. <br />Mine records are up to date with the exception of the most recent Insurance Certificate. This August 2014 <br />certificate needs to be placed in the file at the mine office. <br />FISH and WILDLIFE — Rule 4.18: <br />A trout approximately 8 inches long was observed swimming in Pond 016. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 006 was discharging clear effluent, measuring 0.01 on the staff gauge.
