William A. Bear
August 15, 2014
• Half culvert on the east outslope of the office bench, draining to Ditch C -17
• Culvert near the pump house, perpendicular to Culvert D2
• Culvert perpendicular to Culverts J11 and J12, parallel to the Fire Mountain
Canal and running under the Gob Pile #3 haul road
10. BRL has included design information for newly named Culverts J10 and J11, both draining to
Ditch J8. Please submit revised design information for Ditch JS to account for the
additional flow generated from Culverts ./10 and J11.
11. The design information provided on page Volume XI, App. B -87 indicates that the peak
discharge at structures #3 (Culvert J11) and #4 (Culvert J10) is 1.42 cfs. The structure detail
output for Culvert J11 is based on 1.91 cfs. Where is the additional 0.5 cfs entering Culvert
111, and what /where is the drainage area contributing the additional flow?
12. BRL has proposed the installation of a half culvert to convey flow from Culvert J11 to Ditch
J8. Please provide design information for the half culvert.
13. The reclamation cost estimate provided by BRL indicates that Culvert C22 will be removed.
The revision application materials include a revised design for Culvert C22. It would appear
that this culvert is being replaced and not removed, and should remain in the reclamation
cost estimate. Please revise the reclamation cost estimate to retain costs to remove
Culvert C22.
14. Please revise the reclamation cost estimate to include removal costs for all of the culverts
listed under Item 9, above.
15. Please revise the following maps for clarity:
a. Map 15 -1:
i. There is an extraneous label for Culvert 812 near the thickener tank.
ii. Culvert F4 is still shown on this map, but was proposed for removal under TR -87.
b. Map 15 -2: The written scale (1""=200") appears to be in error. Measuring known
structures on the map indicates that the scale should be 1" =100'. Please verify.
c. Map 20:
i. The revised map includes a symbol in the legend for "Sediment Control (not
permitted) ". For clarity, please revise this label to "Sediment Control
(supplemental)" or "Sediment Control (not required) ".
ii. Silt fence is shown along the outslope of the rail bed adjacent to Pond F. This silt
fence is supplemental, and should be labeled as such.
d. Map 21 -1: The revised map includes a symbol in the legend for "Sediment Control (not
permitted) ". For clarity, please revise this label to "Sediment Control (supplemental)"
or "Sediment Control (not required) ".
