Reclamation <br />See Section 3.3.1, Backfill and Grading -Lower Road. <br />2.2.2.2 Light Use Roads <br />During November and December 2005, a light use road was constructed along <br />the north branch of Munger Creek to provide access to an emergency drill hole. The <br />light use road was located on the most stable available slopes to minimize erosion. <br />Stream fords of the ephemeral channel were utilized. Munger Creek's upstream <br />watershed is greater than one square mile. The light use road was used during the <br />winter months of 2005 and 2006. Reclamation of the light use road including removal <br />of the steam fords was complete by the end of the second quarter of 2006. Because of <br />the season of use, there was not any significant flow in the ephemeral channel during <br />the period the light use road is in use or before the light use road was reclaimed. The <br />fords did not adversely affect stream sedimentation, fish, wildlife or related <br />environmental values during the short term it was in use. Removal of the stream fords <br />assured the water quantity and quality was not adversely affected. <br />Rule 4.05.18, Stream Buffer Zones, mandates that mine related disturbance <br />must be 100 feet from an ephemeral stream with a drainage area greater than one <br />square mile unless the Division specifically authorizes surface or underground mining <br />operations closer. The season of use and reclamation performed early in 2006 assured <br />that the surface coal mining operations did not cause or contribute to the violation of <br />applicable water quality standards. <br />Light use roads are located to minimize downstream flooding. Run-off from the <br />light use roads must flow through vegetation before its reaches the nearby ephemeral <br />channel or leaves the permit area so there is some filtering of run-off. <br />The light use road was approximately 3,800 feet long, 8 to 12 feet wide, with an <br />average grade of 3%. Pitch grades are not steeper than 20% for any consecutive <br />1,000 feet. There are no grades that exceed 20%. Side cast construction was used. <br />Compaction on embankments was provided by the construction equipment and <br />performed only to the extent necessary to control erosion and maintain the road. <br />RN-05 2-9 09/07 <br />
