September 9, 2014 C- 1982- 056/Foidel Creek Mine JDM <br />Completed items noted on previous inspections: <br />- The area in and around the v -notch weir at the Fish Creek Tipple Pond requires clearing. This item has been <br />addressed. <br />- A sediment delta at the inlet of Pond E has formed and will require removal. This item has been addressed. <br />- The sediment basin east and the sediment basin north of Pond B have filled with sediment and will require clean <br />out. This item has been addressed. <br />- A gully from the access road between the Area 1 Pit and Pond D has formed from the road to Pond D near the <br />inlet of the Area 1 Pit. Maintenance will be required to repair the down - cutting of the gully. This gully was <br />addressed. <br />Ongoing items noted from previous inspections: <br />- Cattle was observed around the 6NM sediment pond combination spillway during the June 2014 Complete <br />Inspection. The spillway has lost its approved trapezoidal design and should be repaired to the design <br />specifications. According to Exhibit 8X of the permit the spillway should be of trapezoidal design with a 12 foot <br />bottom width and 2:1 side slopes. <br />- Non -coal waste in the form of wooden chalk blocks were observed throughout the edges of the Area 1 Pit. All <br />non -coal waste should be disposed of appropriately. <br />- Two unidentified —4" diameter pipes were observed from the Area 1 Pit, under the access road, and to the Pond <br />D embankment were observed. These pipes were not functioning at the time of the inspection with one housing <br />electrical cable stockpiled on the Pond D embankment and the other empty. If these pipes are required, <br />identification on appropriate maps is needed. If not required all non -coal waste will need to be disposed of. <br />- A small delta has formed at the inlet of the culverts from RDA -3 and RDA -1 at Pond D and at the northern inlet <br />of Pond D. Cleanout of this area may be required. <br />Maintenance Items observed during this Complete Inspection: <br />- Non -coal waste in the form of wooden cribbing and conveyor belt was observed in the eastern Pond B sump <br />access road ditch. All non -coal waste is required to be removed and disposed of according to the approved permit. <br />- Heavy downcutting from the truck loadout access road to the Pond B access road was observed. This area <br />should be addressed to repair erosion on the west side of the road. <br />- Non -coal waste in the form of old flume and cleanout material at Pond B needs removed. <br />- Non -coal waste in the form of plywood and material at Pond F needs removed. <br />- The heavy down - cutting was addressed at the 6MN Pad diversion ditch to the 6MN sediment pond. TC has <br />installed a silt fence alternative to control the downcutting. Silt has built up behind the material and will require <br />cleaning. <br />- The million gallon tank was over flowing at the time of the inspection. The water from the tank was flowing <br />through a ditch into Pond G. The ditch contained a substantial amount of wooden cribbing that will need to be <br />removed. <br />- The outlet of the culvert under the warehouse access road was 3/4 full of sediment at the time of the inspection. <br />The culvert will require cleaning. <br />- The culvert in ditch RP -1 under the RDA access road is damaged at the inlet and will require repair. <br />- The outlet of the culvert to the north of the train loadout and under the railway tracks to Foidel Creek will require <br />maintenance. The waddle and the two rock check dams installed at the outlet have failed. The old material will <br />require cleaning and reinstallation of BMP's will be needed. <br />- Houdstoungue, Thistle, and yellow toadflax was observed at the FCB area near the substation. <br />- A small gully is forming north of the water tank above the 6 NM Sediment Pond that will require repair. <br />Ditches and culverts throughout the mine site were functioning as designed. No problems were noted with the <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 12 <br />
