September 10, 2014 C-2009-087/Peabody Sage Creek Mine JDM <br /> <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The Pecoco Pond, Upper Sump, Lower Sump, Truck Settling Pond, Portal Sump #1, Portal Sump #2, Pond 003 <br />and Pond 002 were observed during the inspection. Pond 002, which receives discharge from Pecoco Pond, and <br />the upper and lower sumps, was discharging at the time of the inspection. The flow meter installed at the flume of <br />Pond 002 indicated 0.07 cfs on September 9th. The upper sump and the lower sump were discharging at the time <br />of the inspection. A trickle discharge was observed at Pond 003. All embankments were stable with no problems <br />noted, with the exception of the following: <br />- noxious and invasive vegetation was observed along the embankments of the Pecoco Pond near the inlet and <br />outlet of the primary spillway, within the emergency spillway of the Upper Sump and the Lower Sump, and near <br />the gate of Pond 003. <br />- Rodent burrows were observed within the embankment of Pond 003 during the June Complete Inspection. <br />Burrows remain in and around the Pond 003 embankment. <br /> <br />Ditches and culverts observed throughout the main facilities area are stable and functioning as designed with the <br />exception of the following: <br /> <br /> Ongoing maintenance items identified during past inspections: <br />- Culvert SC-11 remains covered at the outlet with the inlet ~half full of material. <br />- Culvert SC-13 remains ~half full of material at the inlet. <br />-The silt fence along Ditch FA-D4 continues to require repair and re-installation as designed or, if only required <br />during construction, removal. <br />-Heavy Houndstounge in and around Ditch FA-D4 has been addressed. <br />-The Coal Storage Area pad slope into FA-D1 near the electrical pad substation continues to require seeding or <br />erosion control may be warranted. <br /> <br />Additional items identified during this inspection: <br />- Ditch RC-D3 behind the portal pump station flowing to culvert SC-16 is designed to be a triangulated ditch at a <br />depth of 1.03 ft with 3:1 sides. The ditch directly behind the pump station does not meet this design. In addition, <br />although water appeared to be entering the SC-16 culvert, due to standing water in locations along the ditch a <br />negative grade to SC-16 is not uniform throughout the entire length of ditch RC-D3. <br /> <br />The spoil water relief borehole was open with a trickle of water reporting to the Portal #2 Sump.
