September 11, 2014C-1981-035/King Coal MineMLT <br />Water levels in the West and East sediment ponds at King I had risen somewhat as a result of <br />the recent precipitation event, butwere still well below the pointat which dischargewould <br />occur. <br />TOPSOIL –Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />The soil / growth medium stockpile up-valley from the King I Refuse Pile was inspected and <br />found to be stable. The pile is surrounded with a ditch and berm, to prevent the loss of any of <br />If this pile will not be disturbed or added to in thenear future, it should be <br />the resource. <br />seeded this fall. <br />PROCESSING WASTE/COAL MINE WASTE PILES –Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />For the highwall backfill proposed with TR-20, we discussed whether anunderdrainwould <br />be required. The configuration is not a valley fill, but we agreed that pulling uncompacted <br />material away from the highwall and installing a trench drain at the foot of the wall to collect <br />any flow that might occur would be a good idea. Trautner Geotech will incorporate that <br />feature into the design for the backfill coal mine waste disposal area. <br />Coal mine waste that is produced during the winter months, when conditions prohibit trucks <br />from accessing the top of the refuse pile, will be dumped in the King I yard below, with the <br />intention that itwill subsequentlybe placed and compacted as highwall backfill. We <br />discussed potentialinterim configurationthat mightbe appropriate for the backfilled area <br />oncecompaction for eachseason is completed. <br />Good progress has been made on placing coal mine waste within the abandoned clearwater <br />diversion channel at the approved refuse pile.Trautner Geotech has been on site conducting <br />compaction testing of the coal mine waste. <br />FISH and WILDLIFE –Rule 4.18: <br />Mr. Wymore said that wild turkeys have been unusually plentiful this year in the Hay Gulch <br />area, including the King Coal surface facilities. <br />Deer and elk tracks were observed throughout the King I facilities area. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of PartialInspection this Fiscal Year: 3 <br />34 <br />Number of CompleteInspections this Fiscal Year: 1Page of <br />
