Hickenlooper
Govemor
Mike King
Executive Director
Dick Wolfe, P.E.
Director /State Engineer
Std' J J L014
Mining & Safety
We have reviewed your letter dated July 31, 2014 requesting amendment of the above
referenced substitute water supply plan ( "SWSP ") on behalf of the City of Greeley ( "Greeley "). The
amendment is sought to revise the estimates of aggregate production, dust control use, and
dewatering at the 25th Avenue Pit site. The required fee of $257.00 has been submitted (receipt no.
3666241). All terms and conditions of the SWSP dated July 8, 2014 that are not explicitly amended
herein remain in full force and effect.
Amended Plan Operation
Since the time of the original SWSP approval on July 8, 2014, the operator has reported
increased dewatering as a result of high water flows in the Cache la Poudre River, and increased
aggregate production and dust control water requirements due to an increase in demand for
aggregate. As a result, the estimated depletions and required replacement obligations have changed
from those contemplated in the original SWSP, as detailed below.
Operational Depletions
The applicant has revised the estimate of aggregate production at the site to 596,828 tons of
aggregate mined during the first year of this plan period, and 864,000 tons of aggregate mined during
the second year of this plan period. These amounts are based on actual aggregate production for
June and July 2014, and based on operator estimate thereafter. The material will be mined below
the ground water table in a dewatered state and not washed; therefore the water retained in the
mined product is considered to be 2.0% of the mined material by weight. This amounts to a ground
water loss of approximately 8.79 acre -feet during the first year of this plan period, and 12.71 acre -
feet during the second year of this plan period.
The estimated water requirement for dust suppression use, which is considered to be 100%
consumptive, has also been revised to 1.97 acre -feet for the first year and 2.0 acre -feet for the
second year. Based on these revised estimates, operational losses will total 10.76 acre -feet during
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 - 866 -3581 • Fax: 303 - 866 -3589
www.water.state.co.us
