COLORADO <br />Division of Reclamation, <br />A7Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />September 11, 2014 <br />Mr. Russell Painter <br />1761 Pikes Peak Dr. <br />Florissant, CO 80816 <br />RE: Amazonite #VIII, File No. M- 2014 -042; Preliminary Adequacy Review <br />Dear Mr. Painter: <br />The Division of Reclamation, Mining and Safety (Division) has completed its preliminary adequacy review <br />of your 11 0(l) Hard Rock Limited Impact Operation reclamation permit application. The application was <br />received on August 1, 2014 and called complete for review on August 15, 2014. The decision date for this <br />application is September 15, 2014. Please be advised that if you are unable to satisfactorily address any <br />concerns identified in this review before the decision date, it will be your responsibility to request an <br />extension of the review period. If there are outstanding issues that have not been adequately addressed <br />prior to the end of the review period, and no extension has been requested, the Division will deny this <br />application. <br />The review consisted of comparing the application content with specific requirements of Rules 1.6.2, 3, 6. 1, <br />6.2, 6.3 and 6.5 of the Minerals Rules and Regulations of the Colorado Mined Land Reclamation Board for <br />Hard Rock, Metal, and Designated Mining Operations (Rule). Any inadequacies are identified under the <br />respective exhibit heading along with suggested actions to correct them. <br />1.6.2 GENERAL APPLICANT PROCEDURES <br />The Applicant is required to publish a public notice in a newspaper of general circulation in the <br />locality of the proposed mining operation within ten (10) days after the Office notifies the <br />Applicant that the application is considered filed. Please provide the Division with proof of <br />publication and the date on which it was published. <br />6.3 SPECIFIC EXHIBIT REQUIREMENTS β 110(1) LIMITED IMPACT OPERATIONS <br />The following items must be addressed by the applicant in order to satisfy the requirements of C.R.S. 34- <br />32 -101 et seq. and the Mineral Rules and Regulations of the Mined Land Reclamation Board: <br />6.3.4 EXHIBIT D β Reclamation Plan <br />2. Reclamation Cost Estimate β The Division has a Memorandum of Understanding with the USFS <br />requiring acceptance of the Division's estimated reclamation bond. Attached are the preliminary <br />cost estimate worksheets for the financial warranty. Please review them as this is what the Division <br />will require for a bond unless the USFS requests adjustments.
