August 21, 2014 C- 1982- 056/Foidel Creek Mine JRS <br />material that appeared to have some organic debris in them (sticks and branches ?). The Division would like to <br />remind the operator that only coal refuse material can be disposed of on refuse disposal areas. It was indicated <br />that the majority of the pile has been completed. The exception to this is the area where the new refuse pile will <br />tie in to the old refuse pile. The operator will need to begin reclaiming the portions of the old refuse pile that have <br />been completed to ensure compliance with the Division's requirement for contemporaneous reclamation. <br />- The new portion of the refuse pile was well graded to maintain positive drainage. There was no water observed <br />pooling on the surface of the pile at the time of the inspection. There were also no erosional problems noted on <br />the pile. There were several rows of end - dumped refuse waiting to be spread and compacted. An additional <br />segment of the underdrain has been constructed approximately 50 feet up the drainage. This portion of the <br />underdrain was covered with a thin layer of dirt. <br />ROADS — Rule 4.03: Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />- There was a large amount of rilling along the access road to Pond B and the sump for Pond B. this road will <br />need to be graded to repair the erosion. This should be completed before winter. <br />- The roads around the wash plant and the BOB pile also had some erosion and rutting and will need to be graded <br />prior to winter. <br />- There was some erosion on the road used to access the old refuse pile. This erosion was not bad but it would <br />help to grade the road to keep it from getting worse. If this portion of the refuse pile was reclaimed, the road <br />would be covered with subsoil and topsoil. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />- The reclaimed Fish Creek Tipple area was well vegetated and stable at the time of the inspection.
