August 21, 2014 C- 1982- 056/Foidel Creek Mine JRS <br />cleaned but there was a sizable sediment plume at the inlet from the recent rains. The operator will need to <br />continue to monitor the sediment level in this pond. The culverts that run under the road (from the refuse pile) to <br />pond D were all clear. There was a lot of standing water and mud in the area in front of these culverts. Since any <br />runoff flows into pond D this should not be a problem. <br />- Pond E contained water several feet below the outfall and was not discharging at the time of the inspection. The <br />pond embankment appeared to be stable. There was good vegetation on the pond inslopes but it was lacking on <br />the outslopes, especially along haul road C. There were no erosional problems noted on either the inslopes or <br />outslopes of the pond but the operator needs to revegetate the outslopes of the embankment to help guard against <br />erosion and ensure the stability of the embankment. The pond was recently cleaned but there was a large plume of <br />sediment at the inlet from the recent rains. The operator will need to closely monitor the sediment level in this <br />pond and clean it when necessary. <br />Water was flowing into the Area I Pit from underground for use in the coal prep plant. This water storage area <br />appeared to be stable at the time of the inspection. There was a lot of standing water on the road in this area and <br />the surrounding ditches were full of sediment and will need to be cleaned. <br />- Pond G contained water at a level approximately two feet below the outfall and was not discharging at the time <br />of the inspection. The pond embankment was well vegetated and stable and no erosional problems were noted. <br />- The 6MN pond contained water several feet below the outfall and was not discharging at the time of the <br />inspection. The pond embankment was well vegetated and stable and no erosional problems were noted. The <br />ditch flowing into the pond from the facilities area was repaired and cleaned. The area above the pond, where <br />there was some rilling, was also repaired. The operator has installed several rows of a silt fence alternative. It is a <br />plastic mesh that is keyed into the ground and staked in. The result is a short (approximately six inches high) silt <br />barrier. The fencing was just installed so it will take some time to determine if it will help control the erosion in <br />the area. There were already several locations along the fence where sediment has either reached the top or <br />overtopped the fence. The operator will need to clean behind these areas. Additionally, the operator will need to <br />continue to monitor this location and perform cleaning /maintenance as needed. <br />- The pond at the Fish Creek Tipple contained water approximately three feet below the outfall and was not <br />discharging at the time of the inspection. The pond embankment was well vegetated and stable and no erosional <br />problems were noted. There is TRM channel flowing into the pond. The channel was stable, with no erosional <br />problems, undercutting or side - cutting observed. There was some vegetation growing in the channel and under the <br />TRM. The operator has also installed several rows of the silt fence alternative on the slopes above the pond. All <br />of the fence appeared to be properly staked and keyed in. <br />GENERAL MINE PLAN COMPLIANCE: <br />- The operator was currently mining in longwall panel 15L outby at approximately station 30 +00. They were <br />doing development work on the longwall panel 17L start rooms. All mining at the Foidel Creek Mine was <br />progressing as permitted and approved. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11: Drainage Control; Surface <br />Stabilization; Placement: <br />- The old refuse pile was stable at the time of the inspection. The pile appeared to be graded to maintain positive <br />drainage and there was no water pooling on the surface of the pile. There was a small gully along the access road <br />from the BOB pile that will need to be repaired.
