Susan Burgmaier -7- September 2, 2014
that a static water level can be reliably measured and water quality samples can be collected,
per Rule 4.05.13(1)(e). BRL indicated that well rehabilitation will be undertaken in the next two
months. The permit application package text should be revised to include a discussion of the
rehabilitation /replacement work. If the work has been completed prior to approval of PR -14,
please revise the text as part of the PR -14 review. If PR -14 is approved first, please submit a
minor revision to include the discussion in the permit application package.
BRL - A discussion of the rehabilitation work will likely be submitted as a minor revision.
48. Item resolved; BRL revised the text as requested.
49. Issue resolved; BRL has agreed to the installation of two down gradient points of
compliance wells. Please provide details of the proposed new wells, including the rationale
for their proposed location, the proposed construction method and the scheduled time for
completion, etc. Please also update Maps 10A and 10B to depict the proposed location of the
two wells.
BRL- A Monitoring Well Completion Details drawing is enclosed and should be inserted into
Volume III. The proposed point of compliance wells are located down dip of the operation with
an overburden of about 1900 feet. The wells are located near the WAPA Transmission line so
access to the wells is reasonable. The wells may not be in the ideal down dip location but they
are down dip of the majority of the western workings and they are in a location that will detect
any impacts to water quality. Moving the wells to the west to find a more central location will
increase the overburden depth 200 to 400 feet and will make access much more difficult. In
summary, the wells will detect any impacts to water quality, access is reasonable and the wells
are located in the lowest overburden down dip of the proposed western workings.
50. Issue resolved; BRL revised page 2.04 -38 as requested.
Rule 2.05.6(3) — Protection of the Hydrological Balance
51. Issue resolved; BRL revised the text as requested.
52.
