Zigan Lake levels and ground water have risen to levels that have posed a sever risk of damage to homes
and property for the last 9 years.
Due to the extremely high water levels, we have not been able to comply with the State mandated
augmentation plan. There is simply no room to add water.
Years of talks and meetings with LaFarge, 120th water group, Albert Fri & Sons, and Brannon Sand and
Gravel, and multiple State and Adams County agencies have yet to result in complete remediation.
In 2011, Albert Fri & Sons installed an 8" pipe from the Zigan Lake to a permeation pond on to Stagecoach
property in an attempt to solve the water mounding issue. It was my understanding that Brannon was
supposed to share in the cost of the project but refused payment after it was complete.
Initially the pipeline worked to lower the water levels and prevent the impending flooding of our homes,
however it does not flow enough to allow for augmentation. In fact, due to the amount of rainfall this season
we are again concerned with potential flooding of our homes.
As of today, lake level and ground water levels remain at historically high levels.
Our latest course of action is to work with Division of Reclamation, Mining & Safety in the hopes that you
may foster and enforce a viable remediation plan. We believe the best option would be the installation of a
pump of sufficient size placed on the Zigan Lake and connected to the pipeline (with appropriate allowance
for the discharge) that would allow us to manage the water level and comply with our augmentation plan.
I would Ike to state for the record that Ben Fri of Albert Fri & Sons, has to date, been very cooperative and
worked diligently to attempt to solve this issue.
I have attached a few files which I hope will assist you. Additional data is available and feel free to contact
me if you have any questions.
