August 26, 2014 C- 1981- 038Bowie No. 1 Mine MLT <br />• The permit area was dry throughout on August 26th, but the N. Fork Valley received <br />measurable rainfall that night and into the following morning. <br />• Ponds inspected on the 26th and found to be dry were: West Mine W -1 and W -2; East Mine <br />No. 1 and No. 2, and West Ridge. Culverts and ditches were clear and in good condition. <br />• On the 27th, East Mine Pond No. 3 (Photo 1) and the Loadout Pond both held water, likely <br />the result of the overnight precipitation. No discharges were occurring. Pond No. 4, the <br />Timber Storage Area Pond, and the Highway Coal Stockpile pond were dry. <br />• With TR -58, removal of sediment control (pond and silt fence) for the Timber Storage Area <br />was approved. This work has not yet been started. The Stevens Gulch channel had carried <br />flow overnight, as evidenced by wet soils, fresh sediment, and laid -over vegetation (Photo 2). <br />The reconstructed segment at the Timber Storage Area has functioned successfully, with <br />Cottonwood and narrowleaf cottonwood saplings (Photo 3) becoming established along the <br />banks. <br />• At the East Mine, several stretches of silt fence are in disrepair. Please perform routine <br />maintenance of these features (or replace with wattles) as necessary. The Division <br />suggests removing any lengths of silt fence that were installed but not specifically required <br />by the sediment control plan. <br />The OSM inspection report for May 2014 included a comment regarding the drainage <br />channel between Ponds 3 and 4. Mr. Bear and I inspected this site together, and determined <br />that the daylighted ditch segment (at the location of the PVC pipe) would satisfactorily <br />transmit any flow. BRL will do some clearing of willows from the Pond 3 concrete apron <br />to facilitate water moving downstream. <br />At the Loadout, the culvert pipe that passes beneath the middle Haul Road access to SH 133 <br />was clear. However, where the outflow from this pipe crosses out of the disturbed area, <br />debris has been trapped in the fence and would have the potential of impeding flow. Please <br />clear the debris from the location shown on Photo 4. The berms surrounding the material <br />storage areas appeared to be intact, preventing water from flowing down the slopes to the <br />railroad corridor below. <br />BACKFILL and GRADING —Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br />Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Backfilling and Grading has been substantially completed at the East Mine, the Timber <br />Storage Area, and the West Mine (with the exception of reconstruction of East Roatcap <br />Creek). <br />• The Division did not observe any development of rills or gullies that would require regrading <br />or stabilization.
