PUBLIC NOTICE <br />CAM MINING LLC, P.O. Box 98, Loma, C081524, has submitted an application for a bond release <br />to the Division of Reclamation, Mining and Safety for its Munger Canyon Mine, mining permit No. C- <br />1981 -020. The mining permit was initially approved on January 13, 1983 and most recently <br />renewed on January 13, 2013. The current posted reclamation bond is $65,966 and is in the form of <br />a corporate surety. This permit action will release approximately $24,000 of the bond liability. The <br />area for which partial bond release is being requested is the Munger Canyon portal site, haul road <br />and reclaimed coal mine waste disposal area. Final bond release is being requested at the Loma <br />Loadout. <br />During 2001 the 2.9 acre Loma loadout was contoured and seeded. There was poor initial <br />vegetative establishment. During 2004 the 2.9 acre Loma loadout was re- seeded with a salt tolerant <br />seed mixture. During 2006 a 1.6 acre light use road located in Munger Canyon was contoured and <br />seeded. The mine portal area, haul road and coal mine waste disposal area were contoured and <br />seeded during 2007. During the ensuing years the vegetation has flourished. Based on a vegetation <br />evaluation performed during May and June 2013, a demonstration was made that untreated <br />drainage from the reclaimed areas do not contribute additional suspended solids above natural <br />conditions. The vegetation study at the mine site concludes the area sampled readily passes the <br />ground cover requirement for Phase II bond release. The vegetation study at the Loma loadout <br />concludes the area exhibits a stable, shrub and forb- dominated vegetation community that appears <br />more than capable of supporting numerous post- disturbance land uses. <br />The Munger Canyon Mine is located in Garfield County approximately 18 miles north of Loma, CO <br />along State Highway 139. East Salt Creek is located on the western portion of the permit boundary. <br />Most of the surface of the permit area is owned by the United States. The permit area is <br />encompassed within portions of Sections 27, 28 and 29 of Township 7 South, Range 102 West, 6th <br />P.M. A portion of the permit area in section 29 is owned by #11 Enterprises. <br />The Loma Loadout is located in Mesa County approximately one -half mile east of Loma, CO. The <br />loadout is located south of the Union Pacific mainline west of 13.5 road. The surface of the permit <br />area is owned by the Union Pacific Railroad. The permit area is encompassed within portions of the <br />SW /4W/4 of Section 34 Township 2 North, Range 3 West, Ute Meridian and portions of the <br />NE /4NW /4 of Section 3 Township 1 North, Range 3 West, Ute Meridian. <br />The mine site sections are contained within the U.S. Geological Survey 7.5 minute Howard Canyon <br />and Garvey Canyon Quadrangle maps. The Loadout sections are contained within the U.S. <br />Geological Survey 7.5 minute Mack Quadrangle Map. <br />A copy of the bond release application is available for public inspection at the Mesa County <br />Clerk and Recorder's office, 544 Rood Ave., Grand Junction, CO. A copy of the approved <br />permit application document, as well as the bond release application, are available at the Denver <br />office of the Division of Reclamation, Mining and Safety, Room 215, 1313 Sherman St., Denver, <br />CO 80203, (303) 866 -3567. Written comments or objections to the proposed release, and a <br />request for a public hearing or informal conference may be submitted to and additional <br />information obtained from the Division of Reclamation, Mining and Safety. Comments, <br />objections or requests for a public hearing or informal conference must be made within thirty (30) <br />days of the last publication of this notice or within thirty (30) days of the completed bond release <br />inspection, whichever is later. <br />
