Bond Release - 2 - August 27, 2014
10. Current Total Bond Amount: $65,966.00
11. Original Total Bond Amount: $307,630 from DRMS WebLink
12. Dollar Amount Requested for Release: $ 24,000
13. Legal Description of Area Requested: Portions of:
Township 7 South, Range 102 West, 6th P.M.
Section 27: SW /4
Section 28: N /2S/2, S /2N/2, N /2NE /4
Section 29: S /2NE /4
Township 1 North, Range 3 West, Ute Meridian
Section 3: NE /4NW /4
Township 2 North, Range 3 West, Ute Meridian
Section 34: SW /4SW /4
14. A Map Showing Areas: A map of the Loma loadout and Mine Site are enclosed.
15. Dates Reclamation Work Performed: 2001, 2004, 2006 and 2007
16. A description of results achieved: During 2001 the 2.9 acre Loma loadout was contoured and
seeded. There was poor initial vegetative establishment. During 2004 the 2.9 acre Loma loadout
was re- seeded. During 2006 a 1.6 acre light use road located in Munger Canyon was contoured and
seeded. The mine portal area, haul road and coal mine waste disposal area were contoured and
seeded during 2007.
The1.3 acres of haul road narrowing was not granted Phase I bond release in 2008. The haul road
was narrowed twelve feet from 350 feet south of culvert #6 to the private property line.
During the ensuing years the vegetation has flourished. Based on a vegetation evaluation performed
during May and June 2013, a demonstration was made that untreated drainage from the reclaimed
areas do not contribute additional suspended solids above natural conditions. The vegetation study
at the mine site concludes the area sampled readily passes the ground cover requirement for Phase
II bond release. The vegetation study at the Loma loadout concludes the area exhibits a stable,
shrub and forb- dominated vegetation community that appears more than capable of supporting
numerous post- disturbance land uses.
The vegetation study done at the mine site was incorporated into the permit in Volume I, Table 4.8-
35.
The Loma loadout is eligible for Phase III bond release based on Rule 4.15.10. The pre and
postmining land use at the loadout is industrial (PAP page 3 -1). Vegetation at the site is adequate to
control erosion.
