The Tri-State employee who <br />participated in the field inspection was Ross Gubka. The weather was mostly clear and warm. The ground was <br />dry. <br />In the pit, Dakota Coal was being loaded and hauled off site. Bench 1 overburden was being dumped. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />A blast of the Bench 2 overburden was observed. The following safety precautions were taken: <br />Radio communication was made. <br />Blockers were in place on the 2600 Road and in pit vicinity. <br />The drill rig and other equipment was moved out of the blast area. <br />Sirens were heard before the blast. <br />The all-clear signal was not heard from the far side of the pit. <br />No noxious gas was seen. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond NHN001 was holding water but not discharging. Water was being pumped into the pond at 171 gpm <br />(per the flow meter). The pond has two layers with the west side being higher in elevation.
