August 28, 2014 C- 1981 - 028 /Keenesburg Strip Mine BFB <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />The roads were well maintained before it rained the previous evening but were muddy during the <br />inspection (photo 4). Coal ash trucks were waiting for the roads to dry before proceeding to the B -Pit area. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The area west of B -Pit that was sprayed with a pre- emergent herbicide to control cheatgrass is still <br />showing positive effects of the treatment. The grasses were taller and more robust, sunflowers were present and <br />cheatgrass wasn't observed in the area (photo 5). <br />Area 25 was dominated by annual species such as Russian thistle, prickly lettuce and sunflowers which were <br />providing a very thick ground cover (photo 6). Many perennial grasses were also seen growing and appeared to be <br />becoming established. Mr. Kipp is considering interseeding Area 25. Rule 4.15.7(5)(g) allows for interseeding <br />within the first 4 years of any ten -year liability period. <br />The long -term spoil area, Areas 25, 29 and 30 were mowed for weed control within the last two weeks.
