3.2 PLACING EARTHFILL <br />A. The distribution and gradation of the earthfill materials shall be such that the <br />earthfill will be free from lenses, pockets, streaks, voids, or layers of material <br />differing substantially in texture, gradation, or water content from surrounding <br />material. <br />B. The combined excavation and placing operations shall be such that the earthfill <br />materials, when placed on the embankment, will be blended sufficiently in the <br />opinion of the Engineer to secure the highest practicable degree of uniformity and <br />strength. <br />C. Placing of earthfill materials includes dumping, spreading, and mixing the <br />earthfill materials and any other operations on the surface of the earthfill portion <br />of the embankment necessary to blend earthfill materials to form as homogeneous <br />a layer as practicable prior to compaction. Successive loads of material shall be <br />dumped and spread on the ea rthfill so as to produce the best practicable <br />distribution of the material, subject to the approval of the Engineer; and for this <br />purpose, the Engineer may designate the locations in the earthfill where the <br />individual loads shall be deposited. <br />D. The earthfill materials shall be dumped and spread in a direction parallel to the crest <br />of the embankment. When windrows of material are formed as a result of the <br />dumping operations, such windrows shall be parallel to the crest of the <br />embankment. <br />E. The material placed in the earthfill shall be spread in level, continuous, horizontal <br />layers such that the loose layers shall not exceed 8 inches in thickness prior to <br />compaction. <br />F. The first layer of fill placed over or against the prepared surface of the key trench <br />shall be placed wet of optimum. Material along the floor and side wall contact shall <br />be wheel rolled for compaction with a rubber -tired piece of equipment. Such <br />equipment shall be a Caterpillar 988 front -end loader with a loaded bucket, a <br />scraper, or equivalent as approved by the Engineer. Material in subsequent lifts <br />along the side wall of the key trench shall be compacted in the same manner. <br />G. As soon as practicable after commencement of construction of any section of the <br />embankment; the fill shall be raised or slightly sloped as determined by the <br />Engineer so that the surface of the fill will drain freely to the rear of the fill so that it <br />enters the dewatering trench or runs off laterally along the back wall of the <br />excavation and shall be so maintained throughout construction. <br />H. If, in the opinion of the Engineer, the surface of the prepared foundation or the <br />surface of any previously compacted layer of earthfill is too dry or too smooth to <br />bond properly with the layer of earthfill material to be placed thereon, it shall be <br />moistened and disked or scarified in an approved manner to a sufficient depth to <br />provide a satisfactory bonding surface before the earthfill material is placed. <br />I. If, in the opinion of the Engineer, the surface of any previously compacted layer of <br />the earthfill in place is too wet for proper compaction of the layer of earthfill <br />material to be placed thereon, it shall be removed, allowed to dry, or be worked with <br />a disk to reduce the water content to the required amount, and then it shall be <br />NCCI Pit #1 Reservoir Liner - Technical Specifications Fill <br />312323 -6 <br />
