3.4 WATER CONTENT AND DRAINAGE <br />A. The water content of the borrow material prior to loading and hauling to the fill shall be <br />in accordance with Section 31 23 23. The material shall be conditioned to within 3 <br />percent of the proper moisture content within the borrow areas prior to loading and <br />hauling to the fill. If required, water shall be introduced into the borrow area for the <br />wetting fill material by irrigation, at least two (2) days in advance of excavation <br />operations. Moisture contents can be supplemented by water trucks and thorough <br />disking. If borrow material is too wet it shall be processed as necessary prior to bringing <br />it to the fill. <br />B. When water is introduced into the borrow area for conditioning fill material prior to <br />excavation, care shall be exercised to wet the material uniformly to produce the required <br />water content for placement and compaction, avoiding both excessive runoff and <br />accumulation of water in depressions. The Contractor is cautioned to control carefully the <br />application of water and check on the depth and amount of water penetration during <br />application so as to avoid overirrigation. <br />C. If at any location in the borrow area for fill material, before or during excavation <br />operations, there is excessive water content, steps shall be taken to reduce the water <br />content by selective excavation to secure the drier materials; by excavating and placing in <br />temporary stockpiles material containing excessive moisture; by excavating drainage <br />ditches; by allowing adequate additional time for curing or drying; by disking and /or <br />harrowing, or by any other approved means. <br />D. In any event, the Contractor will be required to excavate sufficient suitable material in <br />portions of the borrow areas to complete the Work under these Specifications, regardless <br />of whether overly wet conditions encountered are due to ground water, precipitation, <br />difficulty of draining, or for any other reason. To minimize operations with overly wet <br />material, the Contractor will be permitted to utilize portions of the borrow areas which <br />contain dry material and which have been designated as suitable borrow area to the <br />greatest extent practicable consistent with obtaining suitable material. <br />3.5 EXCAVATION FOR LINER EMBANKMENT FOUNDATION <br />A. Insofar as practicable, as determined by the Engineer, suitable material excavated under <br />the provisions of this Section shall be used in the required construction work for Zone I <br />embankment fill, or transported to stockpiles for later use in the required construction <br />work as approved by the Engineer. <br />B. Excavated materials that are unsuitable for use in the required construction work or are in <br />excess of construction needs, as determined by the Engineer, shall be wasted on -site at an <br />Engineer approved location, or removed from the site at the discretion of the Contractor. <br />C. Excavated materials that may otherwise be suitable for use in the required construction <br />work but for which it is not practicable, that they be used or stockpiled shall be wasted <br />on -site at an Engineer approved location, or removed from the site at the discretion of the <br />Contractor. <br />NCCI Pit #1 Reservoir Liner - Technical Specifications Excavation <br />3123 16-4 <br />
