The application was determined to be complete on August 28, 2014. The Colorado Division of <br />Reclamation, Mining and Safety has completed its adequacy review of the proposed minor revision. <br />Please respond to the following comments or concerns as necessary: <br />The cover letter of MR280 and proposed permit page 2.04 -9.1 references the Class III Cultural <br />Resources Inventory of Proposed Coal Sand Strips in Routt County, Colorado submitted as a part <br />of Exhibit 52. The submittal to the cultural resources inventory is incomplete. Appendices B, C, <br />and D are not included in the submittal. The Division understands that, according to TC, Metcalf <br />Archaeological Consultants is under the direction of the Bureau of Land Management (BLM) to <br />withhold the confidential information that may be associated with the referenced appendices; <br />however, this information is required by the Division per Rule 2.04.4. Please submit the absent <br />referenced appendices as a part of the cultural resources inventory and proposed Exhibit 52. <br />The information found in the appendices can be filed as confidential at the request of the <br />operator. If this information was provided to the BLM, TC can request that the BLM provide <br />that information directly to the Division for review. <br />No discussion was submitted identifying the proposed activities affects on possible threatened <br />and endangered species and fish, wildlife, and the related environmental values. In order to <br />comply with Rules 2.04.11 and 4.18 please provide information to the Division discussing the <br />effects of the proposed activities with regard to the protection of fish, wildlife, and the <br />related environmental values in addition to any threatened or endangered species. The <br />Division understands that coorespondance is on -going with the Steamboat Springs, CO office <br />of the CPW.
