August 21, 2014 C- 1981 - 035 /King Coal Mine MLT <br />• The main haul road at King 11 is surfaced with gravel and was in good condition. The berm <br />which serves to separate the haul road from the West Clearwater Ditch appeared to have been <br />recently refurbished throughout its length. <br />The access road to the belt portal at King II was well graded and also in good repair. The <br />rock check -dams constructed in the hillside ditch to slow the now of water and allow <br />sediment to settle are functioning better than straw wattles did at this location. <br />• Roads at King I were in good condition, including the segment used to gain access to the top <br />of the Refuse Pile. <br />SUPPORT FACILITIES - Rule 4.04: <br />• Coal stockpiles at Stack Tube #1 and Stack Tube #2 have been drawn down a considerable <br />amount compared with what was observed during June and July. GCC has been working to <br />reestablish the perimeters of the pads (Photo 1), and retrieve the coal that had spilled over the <br />edges. <br />• Highway -legal trucks were being loaded from the silos at the scale. GCC has recently <br />increased its production hours; the trucking companies have responded with a commensurate <br />increase in the number of available trucks and drivers. <br />• Miscellaneous materials are currently being stored in two areas at King 11: north of the <br />substation (Photo 2) and southeast of the scale house. These areas were neatly organized, <br />with no problems noted. <br />• A small tanker truck was off - loading fuel into the diesel tank at the three -sided petroleum <br />storage building (Photo 3). Tanks and barrels were all stored so as to provide secondary <br />containment of any spill that might occur. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• The floor of the sediment pond at King 11 was approximately two - thirds covered with <br />standing water. The primary and emergency spillways were clear, and no discharge was <br />occurring. The East and West sediment ponds at King I were both retaining a small amount <br />of water, at levels far below those at which discharge would occur. <br />• King 11 culverts and ditches are depicted and described on Map King 11-007A of the permit. <br />A skid steer was used to clear vegetation from the full length of the East Clearwater Ditch <br />(Photo 4), including the portion that wraps around the south end of the sediment pond. <br />Weeds had been pulled from the riprapped West Clearwater Ditch. <br />• All of the King 11 culverts were inspected and found to be clear, with the exception of C15 <br />(located in front of the rock dust silo). The inlet end was somewhat crushed, and the outlet <br />was partially filled with sediment. <br />• The alignment of Ditch F -1 differs from what is shown on the map. Rather than flow being <br />directed north of Stack Tube 91, to join with Ditch J, it follows the southern perimeter of the <br />stack tube pad and drops into the Culvert C11.
