C- 1981 -010 operated by Trapper Mining, <br />Inc. I, Jared Ebert of the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Mr. <br />Graham Roberts with Trapper Mining, Inc. accompanied me during the inspection. Also, Clayton Wein an intern <br />with the Division, accompanied me during the inspection. The inspection began Monday August 18th and ended <br />Wednesday, August 20th, 2014. The weather on Monday was sunny and warm and then turned cloudy and cool <br />Tuesday and Wednesday. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The mine records were checked at the mine office on the afternoon of August 20th. See the end of the report for <br />details. <br />BACKFILL and GRADING — Rule 4.14; Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.143; Stabilization of Rills and Gullies 4.14.6: <br />The ash disposal pit was observed. Trapper has recently begun backfilling a new bench with Ash on the north <br />west portion of the pit. Trapper continues to backfill the disposal pit with fly ash at the southern end of the pit. <br />A drainage in- between reclamation parcels F -A -12 and Z- A- 12 /Z -A -13, has been established. Trapper continues <br />to blade the channel until channel reconstruction and stabilization designs have been approved with PR7. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Horse Gulch Fill was observed. Slumps and failures were not observed. Vegetation has well established on the <br />face of the fill, and very few rills were observed. Good perennial grass has established on the face of the fill. The <br />northern top -most part of the fill is dominated by tumble mustard.
