first 30 minutes, and documentation must be kept with the SWMP explaining why it was not possible to take samples within
the first 30 minutes.
• In the case of snowmelt, samples must be taken during a period with a measurable discharge.
• All discharge samples at a facility must be taken during the same storm event,if feasible.
Holding ponds:
• Sampling from facility holding ponds or other impoundments must be performed at the outlet from the pond. If the pond
does not discharge,no sampling is necessary.
• If any process water mixes with stormwater, the resulting mixture is all considered process water, and must be covered under
a CDPS industrial wastewater discharge permit.
Parameter Benchmark values: The permittee must analyze stormwater samples for the parameters identified in this certification.
Benchmark values for these parameters are also provided in the certification, and are intended to be used to assess the
effectiveness of control measures implemented at the facility. A benchmark exceedance is not a permit violation and, unless
directed by the Division, the permittee is not required to take specific corrective action if a sample result exceeds its respective
benchmark value.
Certification Issued 10/24/2013 Effective: 10/24/2013 Expiration Date:9/30/2012
*ADMINISTRATIVELY CONTINUED
This certification under the permit requires that specific actions be performed at designated times. The certification holder is
legally obligated to comply with all terms and conditions of the permit.
Signed,
Kenan Diker
Work Group Leader
Assessment Based Permits
Water Quality Control Division
*explanation of Admin Continued in cover letter
