• for process makeup water as well as a retention basin, allowing settlement <br />of suspended solids from the process water stream, pH adjustment and any <br />necessary process water treatment. Pond No. 2 has been constructed so <br />that all precipitation and runoff except that incident upon the immediate <br />pond area is routed away from the pond. Consequently, runoff storage is <br />not a design consideration. <br />Fresh Water Pond No. 3 is a partially incised pond designed to contain <br />approximately 3 million gallons of water and receives discharge from the <br />mine dewatering system. Pond 3, which is a sealed pond lined with a <br />synthetic hypalon liner is not designed for natural discharge. Water <br />stored in the pond can be utilized for either mining or processing <br />activities with controlled discharge from the pond feeding to a <br />distribution pipeline. From this pipeline, water can be routed to Water <br />Treatment and Recycle Pond No: 2 as make-up water, to the mine facilities <br />for a variety of uses, or if it meets applicable effluent limitations, to <br />NPDES discharge point 003 for discharge to the Magpie Creek diversion. <br />• <br />It should be noted that Ponds 2 and 3 have been constructed with no <br />natural discharge. EFCI has developed and periodically reviews standard <br />operating procedures with surface operations personnel relative to water <br />level and controlled discharge practices in order to maintain design <br />freeboard and to prevent potential overtopping of these ponds. The water <br />storage and treatment reservoirs are shown on the Mine Area Surface and <br />Groundwater Hydrology Map (Map 12) and the Mine Surface Facilities Map, <br />(Map IS). In addition, comprehensive pond descriptions are presented in <br />Section 2.05.3, Operation Plan - Permit Area, under the subtitle, "Pond <br />Impoundments and Diversions" and in Exhibit 19, Drainage and Sediment <br />Control Plan. <br />As described and referenced in Section 4.05.6, all impoundments have been <br />designed and constructed with stable perimeter side-slopes which are no <br />steeper than 2H:lY. Side-slopes, inlets, the tops of pond embankments, <br />and embankment outslopes will be protected against erosion by vegetation <br />• or riprap as necessary. With the exception of downstream embankment <br />slopes all embankment areas will drain to the impoundment basins providing <br />4.05-22 <br />
