William A. Bear
August 15, 2014
Commencing with issuance of TR -77, BRL must conduct a survey to
determine the volume of coverfill material in the stockpiles associated with
Gob Piles #1, #2, #3, and #4 on at least a quarterly basis. A report
summarizing the survey shall be submitted within 30 days of the survey,
and must include a statement of whether the volume of available material
is sufficient to meet the requirements of Rule 4.10.4(5) and the material
balance in the currently approved permit application package.
The last survey data provided to the Division was based on a survey
conducted in April 2014. Division observations of the cover material
stockpiles indicate that during May and June of 2014, material was removed
from stockpiles and placed on Gob Pile #4 and used for drying purposes on
Gob Pile #3. Please submit a summary of the required survey data indicating
the volume of cover material currently available for Gob Piles #1, #2, #3, and
#4.
3. Compaction Testing was conducted in the past by Buckhorn Geotech. It is the
Division's understanding that Buckhorn collected a gob sample with each field test,
and transported it to their lab, where the Maximum Dry Density (MDD) and
Optimum Moisture Content (OMC) for that particular sample were established.
Thus, for each compaction test location, field results were compared with custom
results obtained in the lab, and the percent compaction was determined.
The values below are derived from Buckhorn's test results, generated between
January 2012 and March 2014, and depicted in the graph which follows:
Statistical Average (Mean): 100.0 pcf
Maximum MDD to date: 117.0 pcf (Test No. 33 on 05- Mar -2014)
Minimum MDD to date: 82.7 pcf (Test No. 593 on 26- Apr -2012)
