Surface disturbance in the reduced permit area includes the reclaimed surface mining pits from <br />the Wadge seam; a permanent access road; a permanent light use road; and permanent <br />sediment control structures which include collection ditches, Channel SIIPM -8, and Pond 008. <br />There are also permanent fences in place around grazing areas and a shrub concentration area, <br />and to delineate ownership boundaries. All of the disturbance in the reduced permit area <br />occurred after August 30, 1980, and is subject to the Permanent Program Rules. <br />Elevations at the mine site range from 6,600 feet to 8,100 feet above mean sea level. <br />Operations at the permitted site involve maintenance and limited reclamation activities. <br />The post - mining land uses are livestock grazing and wildlife habitat. <br />This Midterm Review is due on August 16, 2014. <br />SECTION II — REVISIONS TO THE PERMIT <br />The following is a summary of the revisions to the permit since the Permit Renewal No. 6 <br />Findings Document dated January 5, 2012. <br />Revision No. ADDroval Date Nature of Revision Bond <br />MR -65 02/05/2013 Change in Public Copy Location No Change <br />MR -66 12/20/2013 Update of Ownership and Control No Change <br />Information <br />TR -52 06/05/2012 Reference Area Reconfiguration No Change <br />SECTION III — STATUS OF STIPULATIONS <br />No stipulations are outstanding and no stipulations have been added to Permit C- 1980 -005 since <br />Permit Renewal No. 6. <br />SECTION V — PERMIT VARIANCES AND SPECIFIC APPROVALS <br />The Seneca II Mine permit does not include a variance under Rules 2.06.2 (experimental <br />practices), 2.06.3 (mountaintop removal), and 2.06.5 (approximate original contour (AOC) for <br />steep slope mining). No variance from contemporaneous reclamation for combined surface and <br />underground mining operations (2.06.7) is needed due to the Seneca II Mine ceased operations in <br />1999 and has been reclaimed. <br />SECTION VI — BONDING SUMMARY <br />A compiled reclamation cost estimate was developed by the Division as a part of the Bond <br />Release No. 5 application process. The Division's reclamation costs have been updated since <br />that date. A summary of those costs in addition to any revision adjustments has been completed <br />for this 2013 Midterm Review. As of July 2, 2014, the Division estimates liability at the Seneca <br />II Mine is $216,827.30. This amount is sufficient to assure completion of the remaining <br />Seneca II Mine -3- 8/1/2014 <br />
