The weather was clear in the <br />morning, but severe rain occurred in the afternoon, causing the inspection to be delayed. The ground was dry prior <br />to the rain but very muddy after the rain. Al Weaver, representing EFCI, was present during the inspection at the <br />mine site in the afternoon. The primary objective of the inspection was to survey a subset of the boreholes that will <br />be sealed in the near future. Another objective was to look at and survey subsidence holes that were first inspected <br />in February 2014. The inspection entailed meetings with George Patterson in his Florence office at noon and at <br />4:30 pm. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Three boreholes were surveyed with Al Weaver to try and determine if there are discrepancies between the <br />locations of boreholes as determined by EFCI surveys (including a 2014 survey conducted by Al Weaver and Dr. <br />Douglas Corley), Map 12 in the Southfield Mine PAP, and data collected by DRMS in October 2012. During this <br />August 1, 2014 inspection, Al Weaver used a Garmin ETrex hand held GPS device; Mr. Weaver indicated that he <br />was reading coordinates in the WGS84 grid system. Rob Zuber used a Trimble Yuma device with coordinates in <br />the NAD83 grid system. (It is believed that the differences between these two systems are inconsequential for the <br />purposes of locating points on a map that are within 30 feet or less.) <br />The three boreholes surveyed included SF- 87 -07, another hole approximately 150 — 200 feet south of SF- 87 -07, <br />and SR -7. The coordinates documented previously by EFCI were nearly identical to the coordinates seen on Al <br />Weaver's GPS device as well as on Rob Zuber's GPS device for both SF -87 -07 and SR -7. Also, no significant <br />problems with Map 12 are related to the locations of these two boreholes. <br />Regarding the unnamed borehole south of SF- 87 -07, this is very likely the borehole surveyed by Jason Musick for <br />DRMS in October 2012. This location entails a steel casing that has been sealed.
