RECLAMATION PLAN EXHIBIT E (cont) <br /> The area to be revegetated will be returned to at least it ' s <br /> present vegetative condition when reclamation is complete, except <br /> in Option 2 when the Commercial Development Area where only <br /> temporary revegetation will take place . <br /> OPTION 2 <br /> In this option the area will be backfilled and the level areas <br /> will graded but only temporarily seeded with a covering of <br /> Western Wheatgrass until they can be developed into a commercial <br /> use area . This will depend on having the proper zoning, which <br /> will be pursued when the Local Government permit is obtained. <br /> Any area disturbed by growth medium storage in the setback area <br /> or any other disturbance outside the fill areas will be seeded <br /> with the approved seed mix. <br /> As part of this Option, presuming that filling is complete and <br /> the final development plans are approved or the property has been <br /> sold to an end user and said end user plans to continue develop- <br /> ment in the near future and this continued development may <br /> involve re-disturbing parts of the seeded areas . AFS proposes <br /> having an option to ask for reclamation bond release at anytime, <br /> after planting is complete and then reclamation will be consid- <br /> ered complete . <br /> The Natural Resources Conservation Service (NRCS) report in <br /> EXHIBIT I/J -SOILS AND VEGETATION section indicates that most of the <br /> undisturbed area on this site should have a native grass cover, <br /> but due to the past uses the site very little native vegetation. <br /> It is estimated that in the area where a vegetation cover is <br /> present it about 10% grass and the remaining vegetation is weeds . <br /> Site investigations indicate the water table varies from 3 to 25 <br /> feet deep depending on the season. Under normal conditions, the <br /> operator will strive for a 30 to 40 percent cover rate on the <br /> revegetated areas when reclamation is complete . <br /> Careful analysis of the growth medium and salvageable soil will <br /> permit the operator to implement a soil additive program and to <br /> monitor the prescribed seeding plan to determine if the plan <br /> requires revision. Under normal weather conditions, an adequate <br /> moisture reserve will be present for establishment of the pro- <br /> posed seed mixture . No irrigation will be used during reclama- <br /> 14 <br />
