Box 670
Hayden, CO 81639
July 31, 2014
Re: Seneca II West 2013 Annual Reclamation Report Review
Dear Mr. Karo:
The Division has reviewed Seneca Coal Company's 2013 Annual Reclamation Report.
The Division has two concerns regarding the report.
Permit text (Tab 21 page 30 -31) states that, "there is sufficient topsoil to apply a standard
average replacement 1.1 feet over the remainder of the graded area. Within the standard
1.1 foot average replacement thickness areas, the minimum thickness in any particular
location will be 9 inches."
The 2013 ARR reports that the remaining topsoil balance will allow for topsoil
replacement thickness of 0.7 feet (8.4 inches).
1. Please, provide an explanation of this variance from the approved topsoil
thickness replacement thickness.
On the Annual Reclamation Report DRMS form there is a discrepancy in the acres
reported as having received Phase I Bond Release.
SCC has reported the following values:
2012 ARR submitted 4/1/2013:
Total number of acres disturbed= 1,381.9
Phase I Bond Released= 1, 15 1.45 acres
Acreage in long term mining or reclamation facilities= 177.1 acres
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http: / /mining.state.co.us
John W.
